President Polk vetoed a river and harbor bill in 1846 and Pierce another in 1854. From this time to 1870 appropriations for the improvement of rivers and harbors were inserted not infrequently in appropriation bills. Since 1870 they have been separate. From $2,000,000 in 1870 the appropriations rose to $19,000,000 in 1882-83. Since then biennial appropriations have been the rule. That of 1891 was of $25,000,000.
