The Continental Congress at first managed military affairs through a committee. In 1776 the Board of War and Ordnance was created, and in 1777 a new Board of War, not composed of members of Congress. In 1781 a Secretary of War was provided for. August 7, 1789, the First Congress established the War Department. Henry Knox, who had been "Secretary of War" since 1785, was continued in the new office.
