Jurist, was born in Massachusetts in 1822. From 1869 to 1871, from 1873 to 1875, and in 1881 he was Assistant Secretary of State of the United States. In 1871 he represented the U. S. Government in the arbitration of the "Alabama" claims at Geneva, having been secretary of the commission concluding the Treaty of Washington. From 1877 to 1881 he was a Judge of the U. S. Court of Claims, and in 1883 became reporter of the U. S. Supreme Court.
